I've walked around Washington and Rivet but nothing comes up, the DLC was downloaded on my Online gamer tag, yet all of my Fallout saves are on my offline profile, my I have Mod Manager and It said it copied over the anchorage files, but the mission doesn't start. in there select "Data files". So I went ahead and bought Operation Anchorage ON STEAM, it downloaded normally, its '.bsa' files are in '.../steam/steamapps/common/fallout3/Data' and its checked in the Data Files thing. Happy gaming! Make sure you chekc all the dlcs you want from there(I also pressed load loose files, Dunno what it does but seemed to work), as they werent chekced by deafult for

are you using any mods?also, have you actually installed the dlc? If I remember, the quest name is not operation anchorage, but something else.
